Current policy guide and checks
How does ABSD affect the buying budget?
Additional Buyer’s Stamp Duty (ABSD) may be payable on top of Buyer’s Stamp Duty (BSD). IRAS calculates it on the higher of the purchase price or market value, with the applicable rate depending on the buyer’s status, residential property count and other conditions.
The table summarises the general individual-buyer rates listed by IRAS as applying from 27 April 2023, reviewed on 5 September 2026.
| Status when buying | First residential property | Second | Third and subsequent |
|---|---|---|---|
| Singapore citizen | 0% | 20% | 30% |
| Singapore permanent resident | 5% | 30% | 35% |
| Foreign individual | 60% | 60% | 60% |
This table does not cover every situation. Joint purchases, trusts, remissions, refunds and relief under particular agreements need individual assessment. A single nationality label or the headline table is not enough to determine liability. Companies and other entities have different rules.
Build a complete purchase budget
Record the price, BSD, any applicable ABSD, legal fees, lending-related expenses, renovation and furniture separately. Include future management and ownership costs. Consider both the initial payment and the ability to live comfortably afterwards.
Turn the budget into a useful shortlist
Once the full budget is clear, compare space, location, tenure and daily routes. Trade-offs are part of choosing a home; major costs should not come as a surprise at signing.

From the earlier notes: US buyers and trusts
Qualifying US nationals receive Singapore-citizen ABSD treatment under the FTA rules. This is not a blanket exemption for every property or tax. Property count, joint buyers and transaction details matter. IRAS: FTA remission conditions.
Residential purchases through a trust generally require 65% ABSD (Trust) upfront. Refund eligibility and amount depend on statutory conditions, not the child simply becoming older. A lawyer should review arrangements involving minors. IRAS: ABSD (Trust) remission.
Foreign purchases of landed residential property, including Sentosa Cove, require approval. Stamp-duty treatment does not establish ownership eligibility. SLA: foreign ownership rules.
